What to know about Woodland permits

Woodland is one of the smallest cities in Hennepin County (about 384 residents on Lake Minnetonka) and runs its driveway permitting through a contracted process. The city's administrative office is housed inside Deephaven City Hall at 20225 Cottagewood Road, Deephaven, MN 55331. A permit is required for new driveway installation, driveway replacement or reconstruction, and significant driveway modifications; minor maintenance and repairs are exempt. The city uses a Driveway Permit plus Building Permit combination for most driveway work.

The permit process is paper-and-meeting based rather than fully online. Driveway and building permit forms must be brought to the Plan Commission Meeting, which is held on the second Monday of each month. Applications and fees are due by the third Tuesday of the month for review at the next month's City Council meeting. That schedule effectively builds a 2-week-plus turnaround into every permit. Submit completed applications to Pat Smith, Planning Director, at the Deephaven City Hall address, or by mail to City of Woodland, c/o Pat Smith, 20225 Cottagewood Road, Deephaven, MN 55331. The 2026 fillable Building Permit Application is at woodlandmn.org/forms-permits.

Woodland does not publish a public curb-cut fee schedule online. Permits are based on the value of the project. For an estimate, call Diane Schwalbe at 952-474-4755 with your project scope. The City of Woodland requires that all relevant applications be submitted through the city's administrative office at 20225 Cottagewood Road, and staff strongly recommend contacting the office directly so they can provide guidance tailored to your specific project's fees and processing time.

A Construction Management Agreement is required with new house construction and additions. Building, heating, and plumbing inspections are serviced by Metro West Inspection Services. Electrical inspections are provided by the State of Minnesota directly. The number and type of inspections varies depending on the work being done, and it's the owner's or contractor's responsibility to schedule inspections when work is ready. When calling, have ready the site address, permit number, and type of inspection needed, and call at least 24 hours in advance.

Key contacts: City phone 952-358-9940 or 952-474-4755 (administrative office), email info@woodlandmn.org or admin@woodlandmn.org. Office hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. year-round, with summer hours (Memorial Day to Labor Day) of Monday through Thursday, 8:00 a.m. to 5:00 p.m., and Friday, 8:00 a.m. to noon. The Planning Director, Pat Smith, can be reached at 952-358-9938 with planning and zoning questions. There is also one important 2026 change to know: as of January 1, 2026, Minnetonka no longer provides electrical permit review or inspections for the cities of Woodland and Deephaven — electrical permits are now issued by the State of Minnesota directly through dli.mn.gov. Always call Gopher State One Call at 811 before any digging.
