Property on a County Road?

If your driveway connects to a Ramsey County road, you need permits from both the City of Ramsey AND Ramsey County Public Works.

What to know about Ramsey permits

Ramsey (Anoka County) splits driveway permitting into two potential permit tracks depending on the project. The first is a Right-of-Way (ROW)/Obstruction Permit, required before blocking or obstructing any street parking, curb and gutter, sidewalk, or traffic lane — that's the permit a curb cut and driveway-crossing project triggers. The second is a Building/Driveway Permit for the driveway surface itself. Many projects need both. A permit is required for installing, replacing, or modifying a driveway in asphalt or concrete, and for any work affecting city right-of-way. Sealcoating-only work is exempt. Gravel driveways are not permitted in Ramsey under any circumstance.

ROW permit fees follow a consistent base structure: Utility Distribution permits are $125, Non-Utility Excavation (no open cut of roadway) is $125, and Obstruction permits are $125. Additional charges may apply for road crossings or driveway crossings. The full fee schedule changes periodically with the city budget cycle, so call Public Works at 763-433-9839 or the Building Department at 763-433-9850 to confirm before applying. Homeowners may pull their own permits in Ramsey rather than go through a contractor.

Applications go through the city's ROWay portal at ci.ramsey.mn.us/910/Right-of-Way-Permit for right-of-way work. The Engineering Design Standards PDF, published by the city, governs driveway dimensions and setbacks, and is available at ci.ramsey.mn.us/DocumentCenter/View/1355. Specific width and setback rules vary by zoning district and road classification, so the safest move is to contact Engineering at 763-433-9895 with your address and project scope.

Road jurisdiction matters more in Ramsey than in many cities because Anoka County administers a number of major roads through town. If your property is on a county road, a separate Anoka County ROW permit is required in addition to the city permit. If your property is on a state highway, a MnDOT permit is also required. Confirm jurisdiction with city staff before assuming you only need one permit.
