What to know about Plymouth permits
Plymouth's permitting hinges on whether the curb cut itself is changing. Replacing an existing driveway in the same footprint with no changes to the curb cut is generally exempt from permit requirements. Any new curb cut, or a change to the location or width of an existing one, requires a permit through the Engineering Division. Minor maintenance like sealcoating and patching does not need a permit; grading work that excavates land may require a separate Grading Permit under City Code Section 526.
The city regulates use of the right-of-way through a permitting process. The right-of-way is the publicly owned area that extends beyond the back of the curb into the residential or business yard — the property line does not run to the curb. Per City Code Chapter VIII (Right-of-Way Management), Section 800, the city may deny a right-of-way permit if the street surface was constructed, reconstructed, or rehabilitated at the proposed location within the preceding five years, unless the City Engineer determines no other locations are feasible or an emergency requires it. Plymouth's specific residential driveway width and setback dimensions are codified in the city's Zoning Ordinance, and the city's official fee schedule is referenced in City Code Section 1015.27 (Right-of-Way Fee Schedule). The application process runs through two divisions. First, contact the Engineering Division at 763-509-5500 or engineering@plymouthmn.gov to confirm whether a ROW/curb cut permit is required for your project. Email a current certificate of insurance to engineering@plymouthmn.gov (insurance requirements are in City Code Section 800.02, Subdivision 21). Submit a plot plan based on a current survey and detailed construction plans drawn to scale. Building and inspection staff may require an architect or engineer to prepare the plans for accuracy and legibility. Submit a PDF application and plan set to inspections@plymouthmn.gov; staff will confirm the materials are correct and notify you if more information is needed.
Minnesota excavators are responsible for notifying Gopher State One Call (GSOC) at least 48 hours in advance — excluding weekends and holidays — before any excavation, per Minnesota State Statutes 216D.03–216D.07. Construction may only occur on weekdays from 7 a.m. to 10 p.m. and on weekends and holidays from 8 a.m. to 9 p.m. under the city's noise ordinance, which covers electric, diesel, and gas-powered vehicles and equipment. Inspections are required for all permits — an inspection record card will be issued for the project and must remain on the site until final approval.
