What to know about Otsego permits
Otsego runs all driveway permits through its Department of Building Safety, which oversees building permits while enforcing the current Minnesota State Building Code. The city contracts with Metro West Inspection Services for plan reviews and inspection scheduling, with both happening at City Hall. A permit is required for new driveway construction, driveway replacement or expansion, and work in the city right-of-way. Sealcoating and minor maintenance are exempt.
Otsego's curb-cut dimensional rules are codified directly in the zoning ordinance. Single and two-family dwelling unit permitted uses are allowed a single driveway curb cut with a maximum width of no more than 24 feet. A second curb cut is allowed only on lots with at least 120 feet of road frontage to allow access to accessory buildings; corner-lot owners may add both road frontages together to reach the 120-foot threshold. Second driveways must be at least 25 feet from another existing driveway or intersection. The setback is measured from the edge of the street right-of-way to the nearest edge of the curb cut, and site access is not permitted within right-turn lanes or taper areas of a street. Lot access design must conform to the specifications in the city's Engineering Manual.
Multiple-access rules vary by zoning district. Lots in A-1 or A-2 (Agricultural) districts may have two accesses by administrative permit if the lot is 5 acres or greater and has at least 250 feet of frontage to a public street with rural section design (no curb). Lots in R-C, R-1, R-2, and R-3 (Residential) districts may have two accesses by administrative permit if there's a demonstrated need due to physical site constraints and the lot has at least 150 feet of frontage to a public street. All other districts may have two accesses only by Conditional Use Permit. All access point locations are subject to City Engineer approval.
Applications must be completed online through the GovWell Portal at app.govwell.com/otsego, or you can pick up the Building Permit Application form at City Hall. Specific per-line driveway and curb-cut fees are not published in the online code schedule — they are determined at the time of application review. Permit fees must be paid in full before the permit is issued or work can begin; call Building Safety at 763-441-2593 for a current fee quote.
Construction hours are spelled out in city ordinance. New construction is allowed Monday through Friday, 7:00 a.m. to 7:00 p.m., and Saturday, 8:00 a.m. to 5:00 p.m.; no new construction is allowed on Sundays or federal holidays. Existing-construction work is allowed Monday through Saturday, 7:00 a.m. to 10:00 p.m. To schedule an inspection, call at least 24 to 48 hours in advance at 763-441-2593, available 8:00 a.m. to 5:00 p.m. Monday through Thursday, and 8:00 a.m. to noon Friday.
