What to know about Minnetonka permits
Minnetonka requires a Driveway Permit for any new or realigned driveway, replacement of an existing driveway, and any project crossing the right-of-way (the area between your property line and the street). Sealcoating, patching, and minor maintenance are exempt. The driveway must be at least 45 feet from any corner and the maximum slope is 10%. Residential maximum widths are 20 feet for a 2-car driveway and 30 feet for a 3-car driveway.
There's a specific construction rule for streets that have asphalt curb (no concrete curb and gutter): concrete driveways constructed on those streets should stop two feet short of the road. Public Works will pave that final two-foot section to match the street surface. Driveway requirements are governed by Minnetonka City Code, Chapter 11, Section 11.05, alongside the Minnesota State Building Code.

City Hall is at 14600 Minnetonka Boulevard, Minnetonka, MN 55345, open Monday through Friday, 8:00 a.m. to 4:30 p.m. Summer hours change on Fridays to 8:00 a.m. to noon. Public Works has its own building at 11522 Minnetonka Boulevard. If your driveway accesses a Hennepin County road rather than a city street, contact Hennepin County for permitting requirements — the city has no jurisdiction over county-road curb cuts.
