Hopkins uses a combined Driveway/Parking Lot/Sidewalk/Curb permit for residential driveway work. The application is published as a single PDF on the city's Permits & Licenses page at hopkinsmn.com/787, and the same form covers driveway and parking-lot concrete aprons, sodding with 6 inches of topsoil, and seeding with 6 inches of topsoil. Curb-type options must be specified on the application — choices include B618, B612, or other types, either machine-formed or hand-formed. The minimum driveway width is 10 feet; the maximum is 22 feet, and the minimum side-lot-line setback is 2 feet. The standard driveway permit fee is $40.
Before applying, verify your address is inside Hopkins city limits using the Hennepin County property map. Then download the application from hopkinsmn.com/787, complete all sections (property owner info, applicant info, project description, curb type, construction planned), and submit by email, fax, mail, or in person to the Engineering Division at City Hall. The application will not be processed unless you include either a self-addressed stamped envelope or your email address — the city uses one of those to return the issued permit. Processing typically takes up to 5 business days. The applicant is responsible for all utility locates: call Gopher State One Call at 811 before any digging.
