What to know about Fridley permits

Fridley sets the broadest driveway-permit trigger in the metro. A Driveway/Right-of-Way Permit is required when a resident or contractor is removing and replacing an existing driveway — regardless of whether the curb is being touched — and when installing a new driveway. That means even a same-footprint full replacement requires a permit. Sealcoating, and patio or sidewalk work outside special zoning districts, do not require a permit. Gravel driveways are not allowed under any circumstance.

The Engineering Division reviews and issues these permits. Engineering also approves permits for water and sewer repairs, driveway replacements, and curb cuts, plus any work that disturbs land in a watershed area. The Public Works Department is responsible for the engineering, design, and maintenance of city streets, sidewalks, parks, water, sanitary sewer, and stormwater utility systems. The right-of-way runs approximately 10 to 15 feet behind the curb in most parts of the city, and a Right-of-Way Permit is required for any work in that area. The maximum curb cut width for a parking area is 28 feet. Driveway surfaces must be hard surface only — concrete, asphalt, or pavers.

All Engineering permits must be completed with an online application. Under 'Application Type,' select 'Engineering Permit' and then pick the corresponding sub-type for driveway, ROW, grading, load limits, or water/sewer. Effective January 1, 2023, any general contractor planning to apply for an Engineering-related permit must hold a valid license with the City of Fridley. Visit the online portal at fridleymn.gov/1604/Permits and click 'Apply For a License' on the right-hand side, which routes you to CitizenServe to register or sign in. Contractors must complete the city license process before submitting their first permit.

Fridley's specific residential driveway width and setback dimensions are codified in Chapter 205 of the Fridley City Code (Zoning). Specific permit fees for driveway and curb cut Engineering permits are not publicly listed on the city's website; you'll see the fee inside the CitizenServe portal during application or you can call Building Inspections directly. All permits require 24-hour notice for inspections.
