What to know about Edina permits

Edina's permit rules center on whether your driveway work touches the public right-of-way. The portion of a driveway that sits on private property generally doesn't require a city permit. But the moment you modify, relocate, or reconstruct the section inside the right-of-way — or change a curb cut — a permit is required. The city's code is explicit: no person shall disturb the right-of-way without first consulting with the Engineering Department to determine what type of permit will be required. If you're unsure whether your project crosses that line, the right call is to phone Engineering at 952-826-0371 (Monday–Friday, 7:00 a.m.–3:30 p.m.) before you commit.

The design standards are spelled out in Sections 24-129 through 24-133 of the Edina City Code, with construction details published on the city's standard plates: Plate 400 (Residential Driveway Aprons), Plate 405 (Residential Aprons With Pedestrian Facilities), Plate 410 (Commercial), and Plate 415 (Commercial With Pedestrian Facilities) — all downloadable at edinamn.gov/362/Standard-Plates-Specifications. Maximum driveway width is 30 feet. There is no minimum width requirement for a residential drive, and Edina does not impose a residential side-yard setback for the driveway itself. The edge of the curb cut must sit at least 50 feet from an intersection. Multiple driveways are only allowed on lots that are at least 75 feet wide and require explicit approval from the City Engineer; curb cuts onto designated collector streets are highly discouraged and also require Engineer approval.

For roadways with curb and gutter — which covers most of Edina — a concrete apron is required where the driveway meets the street, even if the rest of the driveway is bituminous. Aggregate Base Class 5 must be installed under any concrete pavement and is treated as incidental to the project.
