Deephaven runs a hybrid permit process for driveway and curb cut work. The City of Deephaven is the permit routing authority for any work inside city limits, but building inspections are contracted to Metro West Inspection Services. That means you submit to City Hall, but inspections are scheduled with Metro West directly. Zoning review stays local — Deephaven planning staff reviews your site plan against the Zoning Ordinance, then forwards approved plans to Metro West for code review. Once Metro West approves, Deephaven staff calls the contractor with the permit fee amount; the contractor comes to City Hall, pays the fee, and picks up the inspection card. Inspections are then scheduled by calling Metro West at 763-479-1720.
A building permit is required for installing a new driveway, replacing existing concrete or asphalt, changing driveway materials, or expanding driveway dimensions. Minor maintenance and repairs are exempt. Driveway and building permit submittals must include two hard-copy plan sets brought to Deephaven City Hall. Per Section 1312 of the Deephaven Zoning Ordinance, your site plan must include lot size and dimensions, the location and size of all easements, the layout of the proposed structure and driveway, a tabulation of existing and proposed building and impervious surface coverage, topographic contours at 2-foot intervals over the entire lot and 50 feet outside lot lines (with the source for topography indicated on the survey), the location and elevation of structures on the property and adjacent properties, any wetlands and wetland setbacks, and the slope of the proposed driveway in percent grade. Permits expire when work is not commenced within 180 days from the date of the permit, or if work is suspended, abandoned, or not inspected for 180 days.
Deephaven does not post a specific curb cut or driveway permit fee table publicly online. Fees are determined per project based on scope and value, and the city calls the contractor with the fee once Metro West has approved the plans. Call Public Works at 952-474-4759 or City Hall at 952-474-4755 for an estimate before applying. Zoning permit applications and fees are due by the third Tuesday of the month and reviewed at the next month's City Council meeting; deliver the completed application to Pat Smith, Planning Director, at Deephaven City Hall, 20225 Cottagewood Road, Deephaven, MN 55331. Pat Smith handles all survey and plan reviews, variance requests, vegetation removal permits, and other zoning-ordinance questions. City Hall is open Monday through Friday, 8:00 a.m. to 4:30 p.m. The Public Works/Inspections Department keeps the same hours and is reachable at 952-474-4759. There is also one important 2026 change to know: as of January 1, 2026, Minnetonka no longer provides electrical permit review or inspections for the cities of Deephaven and Woodland — electrical permits are now issued by the State of Minnesota directly through dli.mn.gov.
