Crystal requires a permit for installing a new driveway and for replacing an existing driveway, but minor maintenance and repairs do not need one. Building permit and plan review fees in Crystal are based on Chapter 1300.0160 of the 2020 Minnesota State Building Code, which is a valuation-based fee table; flat fees apply only to permits that don't require plan review.
