What to know about Corcoran permits
Corcoran requires a Land Disturbance and Grading Permit (the city's permit category that includes driveways) for any new access onto a local public road or for altering an existing access — widening, moving, regrading, or changing the culvert. Pure resurfacing of an existing driveway is exempt unless the grade within the right-of-way is changed or the culvert is altered. The maximum driveway width at the right-of-way is 24 feet under city code; secondary accesses are evaluated case-by-case. All applications must be submitted online through the city's Online Permit Portal at corcoranmn.gov/public_services/construction_services___inspections/apply_for_permit. Most land disturbance and grading projects require a refundable cash escrow as financial security, held by the city until the project is complete and permanent erosion control measures (such as established vegetation) are in place. This is in addition to the permit fee itself. Plan reviews can take time — applications should be submitted well in advance of the scheduled start date, and you should allow at least 15 working days for processing and approval. Permits are valid for 180 days under the state building code; if work isn't completed in that window, the project is considered abandoned and a new permit (and new fee) is required.
Building inspections are handled by the city's contracted Building Official, Metro West Inspection Services, at 763-479-1720. That's the number to call for inspection scheduling and building code questions. Construction Services Manager and grading or land disturbance questions are routed through the city; the main City Hall line is 763-420-2288 (option 2 for the Construction Services Manager). Planning and Zoning answers questions about setbacks and zoning standards. City Hall is open 8 a.m. to 5 p.m. Monday through Thursday and 8 a.m. to noon on Fridays; staff are generally available by phone Monday through Friday, 8:00 a.m. to 4:30 p.m.
If your driveway connects to a Hennepin County road instead of a city street, Corcoran has no jurisdiction over the access — Hennepin County is the road authority for county state-aid highways and county roads, and you'll need a separate access permit through hennepin.us/business/licenses-permits/road-permits. If access is onto a state highway, MnDOT issues that permit. Before any digging, call Gopher State One Call at 811 to locate utilities.
